Niagara Falls in Winter

Winter is the cheapest and emptiest Niagara gets, and the one season where what you can actually do changes more than the weather does. Two boats stop, two gorge walks shut, the guaranteed flow halves on 1 November, and for eight weeks the park is lit from half past four.

The short answer

Niagara Falls in winter is the cheapest and quietest it gets, and the trade is the boats and about half the water. Journey Behind the Falls and the Niagara Parks Power Station run all year, Cave of the Winds stays open at $14, and the Winter Festival of Lights runs free every night from 14 November to 10 January.

December still has a boat at weekends and an event every evening. January and February have neither, and that is the whole difference between the three months.

The Canadian side from Niagara Falls NY, 89 winter dates

The dated unwind

Everything that changes, in order

Eight dates between the start of November and the middle of January. Every one was read off the operator that sets it on , and the boat dates are confirmed twice: they are the same in our booking partner's departure schedules as they are on the operators' own pages.

  1. The guaranteed flow halves

The 1950 treaty sets a higher minimum over the falls during daylight in what it calls the tourist season, and ends that season on 31 October. From 1 November the floor is 50,000 cubic feet per second around the clock instead of 100,000 by day. It is a minimum rather than a measurement, but it is why winter water is never October water.

  2. The lights come on at 4:30 PM

The earliest switch-on of the year, and it holds until 31 December. In January it is 5:00 PM and from February 5:30. The practical effect is that an afternoon at the falls turns into an evening at the falls without anybody having to wait around for it.

  3. Maid of the Mist is finished for the year

The American boat published 8 November as its last sailing of the 2026 season and does not run again until opening day in 2027. The Canadian boat carries on, which is the part most winter guides get wrong.

  4. The Winter Festival of Lights opens

Eight weeks of illuminated displays through Queen Victoria Park and along the parkway, free to walk, running nightly to 10 January 2027. Fireworks are added on Fridays and Saturdays to 12 December, then nightly from 18 December to 2 January.

  5. The Whirlpool Aero Car stops

The cable car over the whirlpool is a seasonal April to November attraction and 14 November is its last day. With the White Water Walk already shut, both of the gorge walks are gone before December.

  6. Niagara City Cruises drops to weekends

The Canadian boat runs Friday to Monday through December, on the 4th to the 7th, the 11th to the 14th, the 18th to the 21st and the 26th to the 28th. After 28 December there is no boat at Niagara until spring.

  7. The last boat of the year

Both operators are now done. From 29 December the only way to get close to falling water is Journey Behind the Falls on the Canadian side or Cave of the Winds on the American one, and both are open.

  8. The festival switches off

The last night of the Winter Festival of Lights. January and February after it are the quietest eight weeks of the Niagara year, and the cheapest.

Dates are the published 2026 and 2027 season. Niagara Parks had published its hours only as far as 2 January when this was read, so January and February below are the standing year round listings rather than a dated calendar.

The busiest of the three

December at Niagara Falls

December is the one winter month that still feels like a season rather than an off season. The festival is on every night, the Canadian boat sails Friday to Monday for most of the month, the Falls Incline Railway runs to 9 or 10 PM, and the lights come on at half past four so a short day is not a wasted one. It is also the only winter month with a crowd: the last two weeks fill up, and the 26th to the 28th is the busiest Niagara gets between New Year and Easter.

Open and running

  • Journey Behind the Falls, 9 AM to 7 PM and later at the holidays
  • Niagara City Cruises, Friday to Monday, to 28 December
  • Winter Festival of Lights, nightly, free
  • Niagara Parks Power Station, 10 AM to 5 PM, night show from 5
  • Cave of the Winds, 9 AM to 4 PM, closed Christmas Day
  • Butterfly Conservatory and Floral Showhouse, daily

Shut

  • Maid of the Mist, since 9 November
  • Whirlpool Aero Car and White Water Walk, since mid November

The call: the only winter month that still has a boat and an event, and the only one with a crowd worth avoiding.

The coldest and emptiest

January at Niagara Falls

January is the coldest month of the Niagara year and the emptiest. The average high is 0.2C and the average low is minus 7, it is the snowiest month at 47.7cm, and once the festival switches off on the 10th there is no event in the calendar until spring. What is left is the thing people actually come for: the falls, with ice on everything around them, and nobody standing in front of you at the rail. Hotel rates are at their floor.

Open and running

  • Journey Behind the Falls, year round on its own listing
  • Niagara Parks Power Station, year round
  • Cave of the Winds, 9 AM to 4 PM, closed 1 January
  • Butterfly Conservatory and Floral Showhouse
  • Winter Festival of Lights, to 10 January only

Shut

  • Every boat, both sides
  • Both gorge walks
  • The festival, from 11 January

The call: come for the first ten days if you want the festival, or any day after it if you want the rail to yourself.

The ice at its best

February at Niagara Falls

February is January with better photographs. It is marginally milder, average high 0.4C, and drier, 61.8mm against January's 75.6, but it is the month the ice formations around the basin are at their most built up, because they have had the whole winter to accumulate. The illumination moves to 5:30 PM on the 1st, which gives back half an hour of usable afternoon. Nothing reopens until March.

Open and running

  • Journey Behind the Falls and the Power Station
  • Cave of the Winds, 9 AM to 4 PM
  • Butterfly Conservatory and Floral Showhouse
  • The helicopters and the Skylon deck, weather permitting

Shut

  • Every boat, both sides
  • Both gorge walks
  • The festival

The call: the best photographs and the fewest people, and nothing reopens until March.

The one thing winter gives you more of

The lights come on at half past four

Winter is the only season where the illumination is running before most people have finished work, and the falls are lit every night of the year. An afternoon here turns into an evening here at no extra cost, which is the single best argument for a winter day trip.

What it is actually like

Cold, and snowier than people expect

Niagara gets 153.5cm of snow in an average year and 111.7cm of it falls in these three months. January is the coldest and the snowiest. None of it stops the falls, and the wind off the gorge is what decides whether an hour at the rail is pleasant.

The question everyone asks

No, it does not freeze

The photographs that circulate every January are of ice built up around the falls, not of the falls stopped. The river has halted once in recorded history, when an ice jam upstream blocked it on 29 March 1848. In 1912 the American Falls froze completely while Horseshoe and Bridal Veil kept running. Since then an ice boom 2,700 metres long has been strung across the lake outlet each winter, which holds the pack back while letting the water through, so the 1848 version cannot repeat itself.

What you do get is the thing worth photographing: the mist freezes onto everything it touches, and by February the rails, the trees and the rocks around the basin are thick with it.

What still runs

Tours that run all the way through winter

Twenty one of the thirty four tours in our catalogue have a winter date, which is more than winter's reputation suggests. These sixteen run in all three months. Several name a boat in their title and no boat sails here after 28 December, so the note on each card says what a January booking actually gets.

Before you book

What winter at Niagara actually asks of you

Worth it for

  • The rail to yourself, at any hour of any day
  • Eight weeks of free festival lighting, from 14 November
  • Cave of the Winds at $14 instead of $23
  • Ice formations at their best in February
  • Lights on from 4:30 PM, so a short day is still a full one

Not worth it if

  • You came for a boat: there is none after 28 December
  • You want the full volume: the guaranteed flow halves
  • You wanted the gorge walks: both shut before December
  • You cannot stand wind: the rails are fully exposed
  • You expect it frozen solid: it has happened once, in 1848
Asked and answered

Niagara Falls in winter, answered

Does Niagara Falls freeze in winter?

No. Niagara Falls does not freeze in winter, and it has only stopped once in recorded history, when an ice jam upstream halted the river on 29 March 1848. Ice builds up thickly around the basin and the banks, and in 1912 the American Falls froze completely while the other two kept flowing, but the water itself keeps moving every winter.

Is Niagara Falls worth visiting in winter?

Yes, if you want the falls without the queue. Niagara Falls in winter is the cheapest and quietest it gets: parking drops to $10 a day, Cave of the Winds falls from $23 to $14, and for eight weeks the Winter Festival of Lights runs free every night. The cost is the boats, which do not sail, and roughly half the water.

What is open at Niagara Falls in winter?

Open at Niagara Falls in winter are Journey Behind the Falls and the Niagara Parks Power Station, both year round on their own listings, Cave of the Winds on the American side at 9 AM to 4 PM, the Butterfly Conservatory, the Floral Showhouse, the Skylon Tower deck and the helicopters. The boats and both gorge walks are shut.

Does the Maid of the Mist run in winter?

No. The Maid of the Mist does not run in winter. Its published 2026 season ended on 8 November and it does not sail again until opening day in 2027. Niagara City Cruises on the Canadian side runs Fridays to Mondays through December and stops after 28 December, so there is no boat at Niagara in January or February.

How cold does Niagara Falls get in winter?

Niagara Falls in winter averages a daily high of 2.7C in December, 0.2C in January and 0.4C in February, with lows near minus 7 in the two colder months. The published record low is minus 26C. Wind off the gorge is what decides how it feels, and the rails above the falls are fully exposed to it.

Does it snow a lot at Niagara Falls?

It snows a good deal at Niagara Falls, and most of it arrives in winter. The normals give 153.5cm across the year, of which 111.7cm falls in December, January and February. January alone averages 47.7cm over about ten days with snowfall, so roughly one day in three sees some.

When do the Niagara Falls lights come on in winter?

The Niagara Falls lights come on at 4:30 PM from 1 November to 31 December, which is the earliest switch-on of the year, then 5:00 PM through January and 5:30 PM from 1 February. They run to 2 AM in November and December and to 1 AM after that.

Is there less water over Niagara Falls in winter?

Yes. There is less water over Niagara Falls in winter, because the 1950 treaty between Canada and the United States ends its tourist season on 31 October. From 1 November the guaranteed minimum drops from 100,000 cubic feet per second in daylight to 50,000 around the clock, and everything above the minimum goes to the power stations.

Winter is half the water and all of the lights

It is the only season at Niagara where what is open matters more than what the weather does, and the dates above are the whole of it. December if you want a boat and an event. January or February if you want the place empty and the ice at its best.

The month before this one is its own argument: November keeps the Canadian boat all month and switches the festival on halfway through. Further back, autumn is when most of what is shut here closed.
