The falls run all year and never freeze. What changes is the half of the place that closes: the boats, the boardwalks, the zipline, the deck at Cave of the Winds. This is which attractions are open in which season, what each costs, and what time the lights come on, read off the operators themselves.
Spring: the most water, the fewest people
Spring is the meltwater season. Snow across the Great Lakes basin runs off into the river and the falls carry their heaviest flow of the year, while the coach parties have not arrived and the weekend parking surcharge has not started. The catch is that the seasonal half of the place is still waking up: the boats and the boardwalks come back in April, and the zipline does not run at all until the middle of May.

Summer: everything is open, and everyone is here
Summer is the only season when nothing is shut. Every boat sails, every boardwalk is out, the zipline runs to 9 PM and there are fireworks over the river every single night. It is also the most expensive and the most crowded, and the illumination does not start until 8:30 PM through to the end of July, which makes for a long evening with small children.

Autumn: the best month is September
Early autumn is the sweet spot and it is not close. For the first three weeks of September everything is still running, the fireworks continue until 12 October, the lights come on at 7 PM rather than 8:30, and the crowds and the weekend parking surcharge have both gone. Then it unwinds in stages: the Hurricane Deck comes down on 18 October, the fireworks stop, and the seasonal attractions close at the end of November.

Winter: cheapest, emptiest, and lit by half past four
The falls do not freeze and they do not close. Winter strips the place back to what is open all year, and in exchange gives you the longest lit evenings, the lowest prices and almost nobody in the way. From 1 November the illumination starts at 4:30 PM, so the lit falls are a late afternoon outing rather than a late night one, and the ice build-up on the rim and the frozen spray on the railings are things the summer visitor never sees.

Prices are the operators' own published adult rates in their own currency: Niagara Parks quotes Canadian dollars, Niagara Falls State Park quotes US dollars. Neither boat operator publishes its opening and closing dates in advance, so April and November sailings are worth confirming in the week you travel.
What time the lights come on
The falls have been floodlit every night since 1925 and the schedule follows sunset through twelve date ranges, which is why a single switch-on time quoted anywhere is wrong for most of the year. The lights are free from either bank.
